Reading Basement & Loft Conversions: The Party Wall Steps You Cannot Skip
Caversham and central Reading terraces almost always trigger Section 2 and Section 6 of the Party Wall Act. Here's the right order to do things — and what happens if you don't.
Reading's Victorian terraces — Caversham, Newtown, Coley — are loft and basement gold. They're also a Party Wall Act minefield. Skipping a step doesn't save you time; it adds months and risks an injunction.
The correct sequence
- Architect produces drawings showing the structural intent.
- Eligibility check — which sections of the Act apply?
- Notice drafted and served at least 1–2 months before works begin.
- 14-day response window. Neighbour consents, dissents, or stays silent.
- Schedule of Condition of the adjoining property.
- Award drafted, agreed and served (if dissent or silence).
- Works can lawfully begin.
Skip step 3 and your builder is exposed to an injunction — the neighbour can apply to the County Court and stop the job. We see this in Reading two or three times a year.
Section 2 vs Section 6 — what's the difference?
- Section 2 covers work to the party wall itself: cutting in steels for a loft, removing a chimney breast, raising the wall. Two months' notice required.
- Section 6 covers excavation near a neighbour's foundations — within 3 m at any depth lower, or within 6 m if the depth is lower than a 45° line from the bottom of their foundations. One month's notice required.
Basement conversions usually trigger both sections, plus often a Section 1 if you're underpinning to the boundary line.
What goes wrong in Reading
- "Verbal agreement" with the neighbour. Not worth the paper it's not written on. The Act requires written notice and a written response.
- Email notice only. Most Reading conveyances allow service by post or hand — email is risky without prior agreement.
- Starting before the notice period expires even if the neighbour has already consented in writing. Technically fine, but only with a clear written acknowledgement.
